Horizon communication Services is registered in Riyadh Saudi Arabia, and it is owned by Al Hejailan Projects Engineering and doing IT infrastructure activities to support Al Hejailan's other Companies. Horizon Satellite Services is registered in Dubai Internet City and is also owned by Al Hejailan Projects Engineering and doing Internet Via satellite for Middle East region. As you know, we are an Internet Service Provider, we are a member of RIPE (http://www.ripe.net) and we issue IP addresses to our clients. According to RIPE rules, when we issue an IP address to any client we should specify the usage and we should change the RIPE database to reflect our customers' details. IP address 82.205.138.0/27 was assigned to Horizon Communication Services in May-06 and when they requested more IP addresses we changed their IP address and gave the old 82.205.138.0/27 to one of our customers in Lebanon. But we did not update the RIPE database information when we made this change. By the way, we do not update RIPE database as soon as the changes occur, but we do that from time to time. This was the reason when the owner of the blog searched www.nazrolla.org and found that it was hosted on 82.205.138.35 and the RIPE database was still showing Horizon Communication Services name. In fact, it was not showing Al Hejailan name in that IP address but it was the address of one of the persons registered in the RIPE database, Mr. Karthikeyan, that mentioned Al Hejailan Projects Engineering's name. As an Internet Service Provider these kind of issues are common and when we receive inquiries related to terrorism, we provide all necessary information on the person or company using our Internet services. But when it comes to content, we don't have any control over the content of the customers using our Internet services. This explains why the search to www.nazrolla.org led to the fact that it was hosted on 82.205.138.35 and why the RIPE database was still showing Horizon Communication Services' name. Further, Al Hejailan's name was not registered to that IP address but the address of one of the persons registered in the RIPE database, Karthikeyan K ,which mentioned Al Hejailan Projects Engineering's name. As an Internet Service Provider, these kinds of issues are common and whenever HSS receives inquiries related to usage of its services, in the larger interest of all concerned and that of the society we live in and contribute to, it is our policy to disclose all necessary information, within our means and knowledge, on the person or company using our Internet services, including IP addresses that have been issued by us. However, when it comes to content, understandably, we do not have control over the content hosted by customers using our services.
